You didn't say what operating system you are using, but I suspect whoever
wrote that was referring to (some previous version of) the Gnome yelp
browser on a linux system.

In more recent versions of yelp (for several years), the Open options have
been removed or hidden. Furthermore I just saw that clicking a web URL in
the GnuCash documentation launched the default web browser (on this system,
FireFox), probably to prevent folks from using yelp as a web browser.

So I am confirming your observation, at least in linux. The help browser
may look and work differently in Windows and on a Mac, but I cannot verify
that.
