Retaining print margins

Printer margins on Page Setup are set at 0.25" for sides and top, and
0.586" for the bottom. A reset only lasts for the session. Even after
creating a Saved Configuration, the setting does not stick after closing
and reopening the program. Is there a way to preserve more realistic
margins?
