Unfortunately, the Tax options can only be set one account at a time*. You have to save changes one account at a time. It is tedious, but presumably something that only needs to be done once for an account.

* There is an exception: you can click the “Select Children” button and have all sub-accounts below the selected account receive the exact same tax option settings. This is useful if you have multiple accounts (e.g. realized gains accounts) that all will apply to a single tax option.
