How do TURN OFF: double clicking transaction DURING RECONCILE goes to split ledger

That + sign appended is a good hint. This indicates that the new register window that gets 
opened is the account+subaccounts window.

The earliers descriptions by you and Tommy had me believe it was the general ledger that 
opened.

Did you enable "Include subaccounts" when you started the reconcile for the particular 
account you experience this issue with ?
