A different problem with new credit card online sync

The Online Banking Setup selection in the Tools menu is a GnuCash level command that, as yet, has nothing to do with any specific account (new or old). That selection being greyed out means there is something broken with your aqbanking installation.

What version of GnuCash? What operating system? Do you remember in the past having to deal separately with aqbanking during installation? (I believe the macOS and Windows versions of Gnucash have aqbanking preinstalled, but I don’t know about any others).
