Has the Treasury Direct interface changed?

The output I get from running the above code does not include any 
error message and appears to be the same as I see if I access the 
given URL with a browser and "view source", though I have not 
attempted to do a detailed comparison.

This is with ActivePerl 5.8 on WinXP.
