Expense Piechart report gives misleading results

I saw this behavior in 2.2.9 and upgraded to 2.6.15 (Windows) to see if I got
different results. I did not.
I ran the Expense Piechart report over the past year's expenses for
budgeting purposes, with "Maximum Slices: 12". All accounts were selected
with "Show Accounts until level: 2" and the (fictitious) total for all
expenses was $100,000.
I noticed that my parent account "Taxes" was not shown, even though it
should have qualified as one of the slices.
My Account Tree contains:
Exp
...Taxes
......Federal
......Other Tax
......Property Tax
......State/Province
I then set "Show Accounts until level: 3" and the total for all expenses
increased by (a fictitious) $15,000, and some of the individual tax accounts
appeared as piechart slices.
I do not understand what is going on. *My expectation was that the total
expenses would have been the same regardless of level selected* and setting
the "Show Accounts until level:" simply controlled the granularity of naming
the slices.
