This is a more general question than just for expenses.

Yes, accounts can be nested. Most reports I have looked at allow setting 
for a nesting depth of five. If you do use nesting, pay attention to 
that, since the default is three.

PS: You do not have to start over to make the change you want. Simply 
add the new (placeholder) accounts as children under "expenses" and then 
use "edit account" to change the parent account of each expense account 
you want to move to be under one of these.
