budget

I'm trying to wrap my head around the budget.  I'm stuck on the carry over
each month.  Does this value go in the 'budget available' the next month
AND the income to be spent the next month.  Or, just in the income the next
month.  I don't think gnucash accounts for any of this, was trying to work
it out on a spreadsheet and then once I figure it out, was going to see how
I can add it into the budget.
