[GNC] Budget Flow report does not respect Reversed Balanced Accounts Setting

I believe you are encountering https://bugzilla.gnome.org/show_bug.cgi?id=726674.

I do not know whether the thread to which you refer was talking about this bug or not, but 726674 is still open.

Pretty much everything about the budget features should probably be considered offered "as-is"; I don't know that anyone is actively developing this aspect of Gnucash, and previous inquiries indicate that it isn't high on any of the current developers' priorities.
