[GNC] Does CSV importer work with foreign currencies?

The conclusion, detailed by David Cousens and confirmed by Geert, is that cross-currency CSV transfers are broken if you try to use a single line per transaction. It wasn't really detailed, but it might be possible to create multi-line transactions that import correctly because in that case one can specify a different amount for each split.
