[GNC] Date/ Time locale bug

I think this is another manifestation of https://bugs.gnucash.org/show_bug.cgi?id=797297. Something has changed and setlocale() is forcing the locale to C. What's weird is that the code hasn't changed between 3.5 and 3.6.
