You're mistaken. The Tutorial and Concepts Guide is available via the Help menu. Linux users may need to install a gnucash-docs package to install it; the Mac and Windows bundles have it built in.

You can also access the nightly documentation builds at https://code.gnucash.org/docs/C/gnucash-guide/.
