[GNC] Backporting Gnucash 3.7 to Ubuntu "Bionic" (or Mint, etc.)

This is why you cannot build it -- the version of GnuCash supplied in the
Ubuntu eoan repository INCLUDES patches from John Ralls that makes it build
more easily. If you check out 3.7 from git you do not get the patches.
There MAY be a git tag that includes the "backported" patches (they will be
included in the next release) but I don't know what that tag might be.
