When uninstalling an reinstalling, be sure to remove directory
C:\Progam Files(x86)\gnucash
In between uninstalling and reinstalling.

We have encountered situations in the past where not all files from that directory got properly removed which could lead to the error you are seeing.

Additionally, you may want to temporarily disable your anti-virus software during the installation. That is also known to sometimes interfere with a succesful install.

Regards, Geert
