[GNC] Gnc 4.5 report charts do not render (blank screen)

We don't use jqplot any more because it was no longer maintained. We use chartjs now.

Graphs not drawing has in the past been down to the javascript thread that renders the chart not sending the bits back to the GtkWebKitWebView thread for drawing.
