It looks to me like the message: prefix does something different than
the mailto: prefix.
Derek, I suspect you are alluding to the mailto: prefix being followed
by an email address. Clicking that link causes the app to (possibly
transfer to an email app, and) create a UI for composing a new message
to that email address. Other decoration can pre-fill the Subject line.
It seems to me that Ira is alluding to the message: prefix being
followed by an identifier of an email message. Perhaps it is the
Message-ID value, which can be formatted similarly to an email address,
but is not one. Clicking that link causes the app to (possibly transfer
to an email app, and) open that message for reading. It does not seem
to compose a new message.
I may be wrong, but it seems you two might be talking past each other a bit.
