[GNC] Configuring Automatic Retrieval Quotes error

Hello,
I am just starting to set up GnuCash and want to set it up to automatically update mutual fund prices.  I followed the instructions in the manual as show here, but got the following error.  I can see the file it is looking for, but don't know why access is being denied.
