It looks as though the download of the Perl .MSI file succeeded but the 
attempt to copy it to your %TEMP% directory failed (with the access 
violation), so that when the install-fq-mods script trued to run it it 
wasn't there, producing the "could not open" error you displayed.

You say you can "see the file it is looking for", by which you presumably 
mean the PERL.MSI file in the %TEMP% directory. What is the file size? 
Does it look plausible for the installer of a large package?

You could try running the .MSI file from the command line. If that 
succeeds, then running install-fq-mods ought to mean it will find Perl 
already present and proceed to the rest of its work.

BTW it is regarded as helpful to state the OS you are running on (clearly 
Windows, but Win10Home? Win10Pro?) and which version of Gnucash 
(presumably 4.4 for a new install).
