[GNC] Accounting for GST in Australia

Setting tax tables is not obvious; the wiki
https://wiki.gnucash.org/wiki/Quickstart_Australian_BAS is now amended.
It's still the "Income and GST Statement" and within Report Options >
Format > Report Format > Australia BAS.
