CSS is discussed in

be careful because the wiki documentation is broken so you'll have to
refer to other resources like a good CSS tutorial to make much sense
of it. If the report doesn't give you access to the elements you need
you are in for a lot of grief. Basically user report documentation is
accessed through the source code for the "Sample Report with Examples"
and https://wiki.gnucash.org/wiki/Custom_Reports.
