Simple: It's an account summary report, not a list of accounts report. If you take away the line item balances then there's no summary going on.

There are two options for balance on the Account Summary Report: Subaccount balances/roll-up/none and final balance. Maybe the name or tooltip of the last one could be more clear, but it doesn't mean produce a list of accounts with no actual financial information.
