[GNC] [Bug 798864] Budget Reporting on select reports are wrong

I have attached one of the reports (Budget Profit & Loss Statement) illustrating black (Positive Values) for both the income and expenses. As you view the summary values at the bottom, you will see the discrepancy. It should show the difference instead of the summation of both the Income and Expenses.

Thank you for you input. Any help would be appreciated.
