If you're on Windows or Mac you need to give the full path.
Windows:
 " C:\Program Files (x86)\gnucash\bin\gnucash-cli"
***Including the quotes!***
Mac:
  /Applications/Gnucash.app/Contents/MacOS/gnucash-cli
