[GNC] How to fix: I posted a bill to 1969 (should be 2022)

Hi, everyone.

I just found an error in the 2022 data. I used vendors and bills and 
entered an invoice with a date of 1969!

I can't figure out how to change the date on it or otherwise fix the 
problem.
