[GNC] Move GC settings

Same user
Will no longer use version 4.13
Want all settings for appearance, settings  and reports to be 
migrated/moved and used by ONLY version 5.9.
That is, when I open ver. 5.9 I want it to look and operate the same as 
4.13.
