There is no guarantee that an upgrade will fix your particular problem,
however to answer your questions:

The latest released version is always available from the GnuCash home page:
https://www.gnucash.org/
https://www.gnucash.org/download.phtml
The link to download the Windows version takes you to a SourceForge page
and the download should start automatically. When complete*** just run
the executable and follow your nose: gnucash-5.9.setup.exe
***Depending on your Windows security setup you may get warning messages
about downloading untrusted programs.
