[GNC] Removing old transactions

The facility isn't there because no one has written the code to do it. 

There's a whole lot of complication and, as others have noted, no real functional downside to maintaining large data sets. 

Stan's note about legal implications of maintaining older records is the first one I've heard that offers a more significant reason for removing old records. But that's jurisdictionally-bound, which will again limit the impetus for creating this tool.
