[GNC] Error 404 when installing F::Q 1.68 via GNC or CPAN shell, as of release +1 hour

It was indeed a matter of time. Two and a half hours after my first 
attempt, my second attempt to install Finance::Quote 1.68 was successful.

In the hopes of helping others in this situation in the future, I added 
a section about upgrading on the Finance::Quote page in the GnuCash 
wiki: 
<https://wiki.gnucash.org/wiki/Online_Quotes#Updating_Finance::Quote_to_a_new_version>. 
(Though this page is long and tangled enough that the information may be 
pretty hard to find.)

Also, version 1.68 successfully completed my daily quotes update via 
AlphaVantage, working around their new API rate limitations. Yay!
