[GNC] GnuCash 3.1.4 error

I installed the latest GnuCash and an getting the following error when
starting the program:

gnucash procedure entry point clock_gettime32 could not be located in the
dynamic link library

I did a google search and it suggested that I install the latest MS Visual
C++ executable (both 32 and 64 bit).  This did not solve the problem.

Another suggestion was to reinstall with admin privileges. And also run
GnuCash s admin. Nothing is working.

I have been using GC for at least 10, maybe 15 years. The last few builds
have been problematic. I really liked the software and hope I don’t have to
go back to Quicken.

Please help me stay with GnuCash by solving this issue.
