[GNC] Gnucash download insufficient permissions

After trying to download, I get that message. Using Sourceforge. No 
trying to install message, just the one already reported, using Admin. 
On Win  11.

Just now, trying to follow the advice about 'unblock' I am getting a 
hang (with the circled green 5) waiting for download to start.
