[GNC] Gnucash download insufficient permissions

Windows 11, I've had installations blocked by Windows tools like Windows 
Defender and Smart App Control. A dialog box pops up requiring at least 
click throughs to authorize the installation. And then I still must 
authorize it with User Account Control.

But I never install as administrator. Effectively, each time the user 
overrides, he is doing so with adminstrative privileges on a one-time basis.

If I think of it, next time I'll open a command shell to perform the 
installation to see if there are fewer hoops to jump through.
