[GNC] Gnucash download insufficient permissions

I got this response from you on Dec 23, but nothing since.

Trying to download again from the same source today I didn't get the 
message about insufficient permissions but when I tried to install it I 
got a message from MS saying they could not proceed and straight away a 
message from the Avast app to say they had found an issue, but on 
researching in Avast I didn't find it.....????

Your advice [/The solution is to right-click the downloaded file, choose 
'Properties' and then check the 'unblock' box near the bottom and close 
the Properties dialog.]/ produced a file called download.htm and then 
nothing

Any further advice? and a happy new year!!
