[GNC] Exchange Rate to Price Database issue with low transactions amounts

If I set the minimum fraction for Bank Service Charge to 1 then I get the same results you do except that the 20¥ example turns into $0 (and shows blank). You can’t have gotten 20¥ = $20 unless you told the transfer dialog to use 1 for an exchange rate.
