[GNC] Exchange Rate to Price Database issue with low transactions amounts

Dear John,
Thanks for trying to reproduce the issue. I've attached a screenshot
showing the "Bank Service Charge" account details. It is set to Use
Commodity Value, which is USD. Correct me if I'm wrong, but I can't set
Commodity Values correct? (i.e. there is no way such a setting was
unintentionally modified)? Just to confirm though, I also set this manually
to 1/100 and the same issue persists.
This test.gnucash file used all the default values for setting it up (i.e.
just pressing OK for all dialogs when initializing it). The only other
things I can think of would be something in global preferences that span
across gnucash files. The only thing I would suspect is different between
our preferences (assuming you are using defaults) is I have Default
Currency manually set to "Choose USD" as my Locale is JPY by default. I'm
attaching a video screen capture showing you the steps I have been
previously writing about so you can see exactly the steps conflicting with
the claim:

Are perhaps your Debit/Credit accounts reversed in the Transfer Funds
dialog? Perhaps the order of these will swap based on locale and
potentially round earlier due to JPY being a fraction of 1 and USD fraction
of 100?
