You have to create your own accelerators by amending the accelerator file.  you can check the following link to get an idea

In your case, for example the following line will create a shortcut for Ctrl+b to open a new bill

(gtk_accel_path "<Actions>/gnc-plugin-business-actions/VendorNewBillOpenAction" "<Primary>b")
