We manage perfectly well without the paper based IOU called "cheque" in
Australia.
Your example of a check for a scholarship would be replaced with a
certificate for presentation with electronic funds transfer behind the
scenes.
People in need in Australia usually have a phone, and can do phone
banking. Exceptions are where the phone service is absent.
Other people accept cash ;)
My mother at age 99 deals with it all by leaving all money business to
her children and keeps a small amount of cash for any urgent need.
From the other side of the world, we wish you well in trying to print
paper IOUs which your bank will accept.
