Umm.... I'm not sure what you are asking.  In particular, I'm not sure 
if you are asking for help understanding how reconciliation presently 
works in GnuCash, or if you have ideas about different ways it could 
work which might be better.

First, have you tried to find the answer to your question in the GnuCash 
documentation about account reconciliation? Especially the GnuCash 
Tutorial and Guide

2.9.4. Reconciliation.

Second, if what you are asking is, can you reconcile just the 
transactions between a starting date and an ending date, the answer is 
No. In a reconciliation, GnuCash takes as the starting balance the sum 
of all previously-reconciled transactions in that account for all time.  
You supply the ending date for the statement with which you are 
reconciling, and the ending balance of that statement. The starting date 
of a statement is not really relevant.
