[GNC] gnc-fq-update

The flatpak is also unable to use cpan to update Finance::Quote. All the perl modules have to be compiled into the flatpak when it’s created. However the flatpak nightly builds (https://code.gnucash.org/builds/flatpak/stable) have had F::Q 1.65 since last week.
