[GNC] Opening export of Gnucash Android into Gnucash Windows is empty

Under the circumstances, I still suggest that you speak with the developer of GnuCash Pocket, since that's where your data was created. 

Additionally, I still suggest that if your goal is to migrate your data into GnuCash itself, you experiment with smaller data sets to find what can work for you. The GnuCash wiki (wiki.gnucash.org) includes a page on importing that may prove instructive. 

Aside: xac was the original file extension for GnuCash from before my time with GnuCash (I started using GnuCash in 2005). You might want to determine what format your pocket developer is using for this export, because if their formatting is based on specifications from that time period, then Stan's advice to start with older versions might actually apply. Alternatively, use a generic csv import and work out the issues there (which may be many).
