[GNC] 02Oct25 experienced a problem transitioning to GnuCash 5.13 for Windows

Using Windows 11 and Webroot virus/malware software (9.0.40.53) .

Webroot identified a problem with 'libicuin76.dll' and quarantined the file.

  Windows error message:

C:\Program <../../../../../../Program> Files
(x86)\gnucash\bin\libicuin76.dll

An error occurred while trying to rename a file in the destination directory

MoveFile failed code 5.

Access is denied


I ended up falling back to previous version.  Is there a problem with above
file or is it just contain a sequence that mimics a known virus?

PC Version 9.0.40.53 (Released Jun 25th, 2025)
