[GNC] 02Oct25 experienced a problem transitioning to GnuCash 5.13 for Windows

I'm not familiar with Webroot, but it appears to tell you that Error 
Code 5 means "Access is denied" so it would be a permissions issue which 
means you apparently tried to install 5.13 on a system with UAC turned 
on but didn't run the installer with sufficiently high privileges. 
(Admin most likely)

If you didn't get the UAC pop-up to approve 'making changes to your 
computer' then I see 2 possible solutions:

1. Right click the installer, then on the pop-up menu, you'll see 
another icon for it, right-click on that to get a second pop-up menu, 
then left-click on "Run as administrator". (This should force the UAC 
pop-up which will either require a password if you are running as a 
different user, or simply ask to confirm if you are indeed using an 
admin account) You might get the "Run as admin" option on the first 
right-click, but most times I usually have to do that a second time.

2. The issue appears to be with the GnuCash install directory, so since 
you are installing a new version anyway, simply uninstall GnuCash first, 
or just delete its directory in "Program Files (x86)" and try again. 
(which may or may not require elevated privileges. If so - see #1.
