[GNC] Updated from 5.12 to 5.13 but cannot open GNUCASH any longer

I was the individual with the different Windows configurations.
Just for completeness, I tested the installation on my Windows 10 machine
(so old I have no chance of installing Windows 11 on it).
Worked fine!
Go figure is the correct response.
