[GNC] Windows 11 gnucash 5.13 can't find clock_gettime32 dll - update

Oh OK, it's been so long since I've used the elist I forgot. :-)
I used the Windows 11 Settings | Apps | Uninstall to remove it but
apparently
it leaves stuff there that needs to be removed sometimes.
