[GNC] where is the parameter to set " Reports > Income & Expense > Expense Piechart" to pull the data set that I want?

If your account selection and time-series are otherwise in order, I
agree with Wm that this appears to be a currency issue.
Double-check both charts to make sure your Options > General > 'report
currency' is set accordingly. Likewise, you may need to fiddle with the
Price Source setting as well, though I think the default is supposed to
be the most accurate.
I'm also leaning towards perhaps incorrectly entered multi-currency
transactions. If that is the case, hopefully you don't have too many to fix!
From your P&L it looks like you are entering transactions into your
parent accounts as well as the child accounts. That's fine if you know
you need or want to, but there is an advantage to only using the child
accounts for transactions, setting the parents to placeholders, and then
using the report option to roll-up the child accounts into the figure
reported for the parent.
