[GNC] ANNOUNCE: GnuCash 5.15 Released

It's likely the known Windows install problem that impacts some systems.

As Adrien Monteleone wrote in reply to a similar message,

"This is a known problem on *some* Windows systems. (covered here in 
several threads)

The solution is to:

1. Uninstall Gnucash

2. Delete the Gnucash folder in your "Program Files(x86)" directory 
(usually on C:\)

3. Re-install Gnucash"
