locatation of files can always be changed. I just want to see things in
cvs so that they don't get lost/forgotten/etc.

You know that we have several rpm spec files checked into cvs, right? 
We have em for redhat, suse, and a third one, I think in the src/rpm
directory.

Yeah, you don't have to maintain these; that's up to the package
maintainers.  But some note in a readme that says "hey, here's how we
build the documents, here's the prefered way of packaging them, make
sure that your package installs ..."
