rebuilding of po files with SuSE 8.2

For me, it's rebuilt the .po the first time I build, but then
never rebuilds them.  I agree this is a bug, but I've never really
worried about it.  I'm hoping that the move to gnome2 will help
because we are changing to glib-gettext and, IIRC, removing the
intl code.
