If you think you have a core group of subscribers, then I'd also need a 
volunteer to admin the mailing list.  This might require an hour a week,
maybe less, to deal with spam, help the occasional new subscriber, etc.

After that, I just need various announcements and mailing list summaries
in turkish that can be posted in apropriate places.
