You can download the most recent ja.po directly from SVN, too:

The gnome-doc-utils purely concern the translation of the additional  
documentation ("Help" and "Guide"). The program itself is translated  
by translation the po file that I've mentioned above. This has always  
been in po format and will continue to be that way - the discussion  
was about a different issue.
